How could we get around the 2nd Amendment to disarm the citizenry?

Who exactly is we and why should we want to disarm the citizenry anyhow? Every would be dictator throughout history has always made it his first step in taking control to make sure the people can not fight back. Apparently that simple fact does not penetrate the rosy fog Libs live in.
