Was this a show or intro?

I remember this show was on late night, it started out as a camera was zooming in on a planet. It zoomed all the way to a house (like google earth), then inside the house were some monsters that were watching tv. Just as the show on their tv was about to start a little monster girl that looked like a cyclops looks back at her family and says "shhh it's starting" It's been bugging me for years, by the way this was about 20+ years ago andI live in Canada if that helps anyone.
